PNDD Participatory Forest Landscape Restoration

Background & Justification

Deng-Deng National Park was created by Prime Ministerial Decree n°2010/0482/PM of March 18, 2010, to compensate for the environmental damage caused by the Lom Pangar hydroelectric project. It was subsequently extended by Decree n°2013/349/PM of April 30, 2013. The Park’s territory is covered by a savannah ecosystem in the north and a dense rainforest ecosystem in the south. The PNDD covers an area of around 68,264 ha and includes: a protected area (the Deng Deng National Park); a wildlife migration corridor; three forest management units; a forest reserve based in the rural communes of Belabo and Diang; eight timber sales; an agro-forestry zone in the south; the MANDJU community forest; 19 community forests managed by joint initiative groups (GIC); two research forests. The project will be implemented in and around the Deng Deng National Park (DDNP).
With the implementation of several development projects, access to land has become difficult. The most common mode of access is based on customary law and taking possession by logging unclaimed forests on customary land. Women are relegated to the background.
The latest assessment of PNDD management using the Integrated Management Effectiveness Tool (IMET) carried out in 2017 revealed that PNDD is threatened by deforestation and degradation caused mainly by agricultural activities carried out by riparian communities inside the park. This project aims to contribute to the community-based restoration of degraded forest areas in the Deng Deng National Park (DDNP) landscape.
Degraded or dislocated areas in the landscape of Deng Deng National Park are restored and continued land degradation in the park landscape is halted through community action.
  • Indicator 1: Restoration of at least 15 ha of degraded areas of the PNDD landscape, helping to preserve biodiversity, create new habitats and promote ecological connections.
  • Indicator 2:At least 2 forest restoration actions implemented by communities to facilitate their participation in the restoration process
Result 1:Diagnosis of the Deng Deng national park landscape is complete.
Result 2:The key players in the management of the PNDD landscape share a common vision of restoration.
Result 3:Local communities implement restoration actions in the PNDD landscape
Result 4: Development of a communication plan and production of communication tools for the project
Activity 1.1:Carry out a study on the Restoration Opportunity Assessment Methodology (ROAM) at the landscape level of the DDNP.
Activity 2.2:Training on forest landscape restoration for key landscape management players in the DDNP.
Activity 2.3:Organize consultation meetings with key players in the management of the DDNP landscape on the restoration approach in the DDNP.
Activity 2.4: Joint development of a roadmap for the restoration of degraded and deforested areas of the DDNP.
Activity 3.1:Establishment of village tree nurseries
Activity 3.3:Monitoring trees planted by communities.
Activity 3.4:Implementation of agroecological practices by farmers
Activity 3.5: Monitoring and advice on restoration actions and agroecological practices implemented
Activity 4.2:Organization of an information campaign to inform stakeholders about the project
Activity 4.3:Production and distribution of press publications, documents and documentary videos on project capitalization.

The project is supported by the IKI Small Grants program, part of the International Climate Initiative (IKI) through funding from the Federal Ministry of Economics and Climate Protection (BMWK) and the Federal Foreign Office (AA), and implemented by Deutsche Gesellsfchaft für Internationale Zusammenarbeit (GIZ) GmbH, to the tune of 210,534 Euros.
